Israel must co-operate fully with independent Gaza fact-finding mission
Israeli forces began a devastating bombing campaign on the Gaza Strip without warning at 11.30am on 27 December 2008.

Codenamed Operation "Cast Lead", its stated aim was to end rocket attacks into Israel by armed groups affiliated with Hamas and other Palestinian factions, which continued to launch a barrage of indiscriminate attacks against Israeli civilian centres throughout the duration of the campaign.

By the time unilateral ceasefires were announced by both Israel and Hamas on 18 January 2009, some 1,400 Palestinians had been killed, including some 300 children and hundreds of other unarmed civilians. Large areas of Gaza had been razed to the ground, leaving many thousands homeless and the already dire economy in ruins. Three Israeli civilians had been killed and scores of homes in southern Israel damaged.

Much of the destruction in the Gaza Strip was wanton and resulted from direct attacks on civilian objects as well as indiscriminate attacks that failed to distinguish between legitimate military targets and civilian objects. Such attacks violated fundamental provisions of international humanitarian law, notably the prohibition on direct attacks on civilians and civilian objects (the principle of distinction), the prohibition on indiscriminate or disproportionate attacks, and the prohibition on collective punishment.

To date, five months after the end of Operation "Cast Lead", the Israeli authorities have failed to establish any independent and impartial investigation into the conduct of their forces and actively oppose any such investigations being established.

They have rejected the findings of a UN Board of Inquiry, which investigated nine attacks on UN facilities and personnel during Operation "Cast Lead". They have also refused to co-operate with and to grant access to the country to an international independent fact-finding mission set up by the UN Human Rights Council and headed by Justice Richard Goldstone, undermining its ability to fulfil its mission.

Hamas has allowed the fact-finding mission to conduct fieldwork in the Gaza Strip and has met with the mission's team, which accessed the territory from Egypt.

Amnesty International calls on the Israeli authorities to co-operate fully with the international independent fact-finding mission established by the UN Human Rights Council, led by Richard Goldstone; and with other international investigations into violations of international law by all the parties to the conflict.

I am writing to you to congratulate the people of Nigeria on 50 years of independence, and to request your urgent intervention on the case of Patrick Obinna Okoroafor, currently imprisoned in Aba prison, Abia State.

Patrick Obinna Okoroafor was 14 when he was arrested in May 1995 and only 16 when he was sentenced to death by Imo State Robbery and Firearms Tribunal.
He did not have the right to appeal against the sentence and said that he was tortured while in police detention. His death sentence was commuted to life imprisonment in 1997, then to detention “during the pleasure of the governor” in 2001. On 29 May 2009, Okoroafor’s sentence was changed to ten years.
However, the ten year sentence does not take into account the 14 years Patrick has already spent in prison. Patrick is now 30 years old and has a serious and deteriorating asthmatic condition. A prison doctor has already recommended that Patrick be released.

Patrick was a victim of a miscarriage of justice. His right to a fair hearing within a reasonable time and before an independent and impartial tribunal was violated. Owing to these factors, the torture and ill-treatment he suffered while in detention, and the amount of time that he has already spent in prison and on death row, Amnesty International has been campaigning for the immediate release of Patrick Okoroafor from prison.

I urge you to use your offices and leadership of Nigeria to intervene to obtain his release.from prison and allow him to celebrate Nigeria’s 50 years of independence at home with his family.

Dear Prime Minister,
I am writing to you to urge your government to co-operate with the independent international fact-finding mission led by Justice Richard J Goldstone, investigating violations of international law committed by all parties - Palestinians and Israelis - during the conflict which took place in December 2008 and January 2009.
Amnesty International initially expressed concerns that the mandate of the fact-finding mission, established by the UN Human Rights Council last January did not include violations of international law committed by the Palestinian side. However, Justice Goldstone and the President of the Human Rights Council have committed to examining the conduct of all parties to the conflict, including Palestinian armed groups.
I believe that all victims deserve to know the truth about the attacks that injured them or killed their relatives and to obtain justice in cases where such attacks are found to have been unlawful. The first step towards achieving this is an authoritative, independent and comprehensive investigation.
If the fact-finding mission is unable to enter Israel to interview Israeli victims of Palestinian attacks and examine evidence provided by the Israeli authorities, an important element of the truth will be lacking.
I call on you to ensure the Israeli authorities' full co-operation with the fact-finding mission in the conviction that its work will serve the best interests of human rights for Israel’s citizens, for all the victims and for everybody who strives for justice.
